Bridgend's Andy Moore and Gareth Williams will join Cardiff at the end of the season.
BBC Sport understands that the Bridgend pair will join Cardiff after being told that they would not feature in Lynn Howells new Pontypridd / Bridgend side.
A variety of clubs had been interested in securing the pairs services, but the Arms Park side are likely to sign the players shortly.
"I really wanted to stay in Wales for the sake of my international career," explained hooker Williams.
"I am obviously disappointed not to be part of the Bridgend / Ponty team, but Cardiff are a good team and I want to play Heineken Cup Rugby."
Another Bridgend player to leave the Brewery Field is full back Josh Taumalolo. He is likely to link up with English outfit Harlequins.
Neath's Lee Jarvis is also on the move. He is set to join Mike Ruddock's new Gwent side.
The Neath fly-half made the decision after being told that he would not be involved in the Neath-Swansea region next season.
"I had a chat with Lyn Jones and the message was that they didn't really want me," said the 27-year-old.
Jarvis played for Ruddock when the pair were involved in the Wales A set-up.
The Neath star will join Welsh All Blacks colleague Jamie Ringer and Pontypridd's Michael Owen, both of who have already committed themselves to the Gwent side.
