Uruguay assistant coach Paul Healy admitted his side were outclassed by Samoa despite another committed display.
The South Americans scored their first tries of the tournament via Rodrigo Capo and Pablo Lemoine, but still leaked 10 at the other end.
"We've got to learn to play under pressure," said Healy.
"Once these guys can do that week-in, week-out, they will compete with some of the best teams in the world.
"The way things are at the moment, we can't reach that level.
"To go into the dressing shed just now and see grown men crying is tough."
