Hale has won nine Tongan and two Pacific Island national caps and was part of the Tongan squad in World Cup.
He scored a try in the 36-20 defeat to England during the Pool stage of the tournament on 28 September.
Hopkins added: "Whilst we are committed to developing the promising young back row talent we have coming through in Rory Pitman, Tom Smith and Ben Lewis we have made the judgment that at this time we need experience in key positions.
"I am sure our younger players will gain from the experience of playing and training with him."
