Dan Parks weighed in with 14 points as Glasgow secured their second successive Magners League victory.
Sean Lineen's side dominated the first half and broke the deadlock when Dan Parks found Rob Dewey on the overlap to score a deserved try.
Parks converted before the visitors responded with a superb Daniel Evans try after he broke from 45 metres.
Rhys Priestland's penalties put Scarlets in front, but the boot of Parks saw Warriors home.
Despite the home side looking the more likely to score in the opening 20 minutes, they failed to breach a resolute Scarlets defence.
Parks and Priestland both missed penalties before a superb flowing move involving Chris Cusiter, Al Kellock and Parks enabled Dewey to touch down in the corner.
Following Parks's conversion, the visitors responded brilliantly and a clever off-load by Jon Davies sent Evans clear and he raced away to score.
Priestland missed the conversion but he atoned for his error just before the break when his penalty gave Scarlets an 8-7 half-time lead.
Thom Evans came agonisingly close to scoring Warriors' second try early in the second half, but he was hauled down short of the line by the alert Sean Lamont.
Parks restored the Glasgow lead - only for Priestland to take the visitors back in front by a point with another penalty.
Prop Deacon Manu could have stretched the Scarlets' lead had he not spilled the ball over the Glasgow line.
And the home side were thankful for more ingenuity from Parks with a well-taken drop-goal to fire them back into life.
Simon Easterby received a yellow card for throwing a punch at Graeme Morrison and Parks helped Warriors turn the screw with two penalties to seal the win.
Glasgow Warriors coach Sean Lineen: "There was a good crowd again. I thought John Barclay was outstanding, Bernardo Stortoni at the back was very good.
"But it's clearly not where we want to be. It was a good win, we could easily have lost that game.
"I think we deserved to win, but we didn't build the points in the first half, missing a few kicks.
"And the try was far too soft and we need to work on that."
