Neath back-row man Tom Smith is the new Wales Under-21 skipper as they prepare their Six Nations Grand Slam defence. Smith leads a strong team for the first tie against England at Worcester's Sixways Stadium on 3 February.
Senior cap Chris Czekaj is on the left wing and Neath points machine James Hook wins a first cap at fly-half in a side loaded with regional experience.
"We've prepared well and now need to blend some talented youngsters into the squad," said coach Chris Davey.
"Winning the Grand Slam was a great achievement, although we realise that development and performance are paramount at this level.
"Perhaps even more important to us last season was seeing the number of former players who helped Mike Ruddock's senior Welsh side win the Grand Slam and go on to beat Australia."
