A letter of protest was sent by English law firm Addleshaw Goddard on behalf of the Asian Rugby Football Union (ARFU), but the ARFU distanced itself from it.

And Japan rugby boss Koji Tokumasu added: "Japan considers the selection of the venue as something concluded.

"Japan is not involved in the petition and is not calling for a new vote."

The Sunday Times newspaper reported that the ARFU had threatened legal action in an Addleshaw Goddard letter.

But the International Rugby Board said the letter contained "various unsubstantiated and unfounded allegations".

The governing body added that the ARFU had since told it that the letter should not have been sent.

"It does not represent the views of ARFU and the person who it seems engaged the solicitors did not have the constitutional authority to do so," said an IRB statement.

"The secretary general of ARFU has written to the solicitors stating that they must cease and desist purporting to act for and on behalf of the ARFU.

"There will be no-re-vote for Rugby World Cup 2011.

"The IRB takes exception to any suggestion the vote was not carried out in a proper and professional manner."
