Andy Robinson must wait for around four weeks before making his case to become permanent England coach. But the former Bath flanker, who will be in charge for November's Test matches, remains the favourite to succeed Sir Clive Woodward.
Robinson has spoken of his desire to take over while Woodward has backed his long-term coaching assistant.
Rugby Football Union chief executive Francis Baron admitted last week that Robinson was in "pole position".
A five-man panel, consisting of former England captains Bill Beaumont, Fran Cotton and John Spencer, RFU performance director Chris Spice and ex-England star Simon Halliday, has been set up to identify the new head coach.
The panel will hold its first meeting on 24 September, although without Cotton, who is on holiday.
A second meeting has been arranged for mid-October, at which 40-year-old Robinson will be invited to make a presentation.
The panel, together with Baron, will offer a joint recommendation to RFU management board members, who will make the appointment.
