Jeremy Guscott says the Rugby Football Union rested on its laurels after the 2003 World Cup triumph and almost paid for it at the 2007 tournament. England endured mixed fortunes after beating Australia four years ago but were surprising runners-up in France.
And former England centre Guscott told BBC Sport: "What we missed out on after the 2003 victory was direction from the top, if we're honest they got it wrong.
"They sat on their laurels and expected it to happen, this time they cannot."
England surprised many to reach the final of the 2007 World Cup after losing their pool game against South Africa 36-0.
But the team rallied to beat Samoa, Tonga, Australia and France before coming unstuck against the Springboks again in the final, 15-6.
Guscott would not be drawn on whether he thinks Brian Ashton should continue in his role as head coach though.
"We need to get the people who are selecting the likes of Andy Robinson and Brian Ashton right," he continued.
"They are the people we have to look at and ask are they making the right choices.
"Brian is a coach, whereas Sir Clive Woodward was a manager and nowhere near a coach, so the management have to look at these scenarios and decide what they want.
"So what Rob Andrew (RFU's elite rugby director) and Francis Barron (RFU chief executive) and their team put in place has to be right, or if it's not right after 12 months, they have to be prepared to change it."
