Harlequins fly-half Adrian Jarvis kicked three penalties to give his side a hard-fought victory in dreadful conditions at a sodden Stoop.
Jarvis put his side ahead after just three minutes and added another penalty half an hour later as the home pack dominated on an energy-sapping pitch.
Bath's Olly Barkley made the score 6-3 after the break but prop David Barnes was sin-binned on 61 minutes.
Jarvis then stepped up to seal a deserved win with 15 minutes left.
The win, inspired by the home side's superior wet-weather game, is their third on the bounce.
But Bath, who sorely missed suspended England forwards Danny Grewcock and Lee Mears, have now lost eight in 13 and are in the bottom third of the Premiership.
Any hopes the crowd had for an attacking game were soon snuffed out by the state of the pitch.
The visitors, who had captain Steve Borthwick back for his first appearance since undergoing knee surgery in September, spent most of the opening period in their own 22.
And with attacking opportunities at a premium, it was left to Jarvis to kick two penalties from his three first-half attempts.
It was the same story after the break and although Barkley did split the posts on 55 minutes, Bath's hopes of victory seemed to disintegrate when Barnes saw yellow for a line-out infringement.
Jarvis had missed two kicks in the second half before slotting over his third of the afternoon and when Bath made a mess of line-out possession five metres from the Quins try-line late on, the game was over.
Harlequins boss Dean Richards:
"Our flanker Andre Vos came off at the end and said they were probably the worst conditions he had ever played in. "It was obviously pretty difficult out there, but we will take the win. Our forwards were outstanding throughout the game - they played extremely well.
"We didn't always take the right options, but our forwards won us the game.
"It was one of those days when I think the first time the backs saw the ball was when they came into the changing room at the end of the game."
Bath head coach Steve Meehan:
"We are very disappointed with that loss. We had some opportunities in the second half, and we should have nailed that game. "At half-time, we were quite happy with things even though we were 6-0 behind, but we didn't manage the first 20 minutes of the second half very well.
"We have only got ourselves to blame."
