Fly-half Andy Goode kicked 23 points and passed 1,000 points in the Premiership as Leicester claimed their second away win of the season. London Irish could have snatched a draw at the death but Everitt's long-range penalty landed just short.
The Exiles scored the first try through Paul Gustard but Sam Vesty's try helped the Tigers take a 19-16 half-time lead.
Leicester looked safe with 20 minutes to go but Everitt, who kicked 19 points, ensured they could not relax.
Goode's haul took him past a landmark that only Jonny Wilkinson, Paul Grayson, Tim Stimpson and Everitt have reached.
The victory kept Tigers in third place behind Sale and Wasps at the top of the table.
London Irish rugby director Brian Smith:
"It seemed like every time there was a decision to be made, it went against us. "It was disappointing but I am very proud of the players' effort.
"It was a very tight game that was decided at the death, and Topsy Ojo was a whisker away from scoring on debut at the end."
Leicester boss Pat Howard:
"Andy Goode is a big kicker and a good player. "He has worked hard on his defence, and he is really maturing.
"I don't know whether we will lose him (to England) during the Six Nations, but England are lucky to have some quality number 10s."
