Bristol hung on for their second straight victory after Newcastle's Matt Burke missed a last-gasp conversion. Newcastle were 16-9 behind going into the closing seconds when England centre Jamie Noon crossed only for Burke to miss the kick needed for a draw.
Bristol had taken the lead with a try for scrum-half Shaun Perry on 21 minutes while Jason Strange added the conversion and three penalties.
Newcastle had kept in the game however with three penalties from Dave Walder.
The victory continues Bristol's superb start to the Premiership campaign following their promotion from National League One last season.
Last week they recorded a memorable win over local rivals Bath at the Memorial Ground.
Newcastle had been forced to make a late for the game with Lions fly-half Jonny Wilkinson missing the game after having his appendix removed.
His place on the bench was taken by England under-21 fly-half Toby Flood.
It was second week in a row that a missed late kick has cost Newcastle dear after Wilkinson failed to convert from out wide in the 26-25 defeat to Sale last week.
Both Newcastle and Bristol were guilty of making a host of errors and there were six penalties and two free-kicks in a scrappy opening 13 minutes.
Walder put his side ahead with one of the penalties before Strange set up the move that led to Perry's try.
Despite Bristol wing Vaughan Going receiving a yellow card for flattening Noon, Strange added another score to put the visitors well ahead.
The introduction of flanker Owen Finegan seemed to fire the Falcons but their pressure did not reap any rewards.
Strange and Walder then exchanged penalties before Flood's break allowed Noon to cross in the corner.
But any hopes of a draw evaporated when Burke's touchline kick went wide.
Bristol coach Richard Hill:
"I thought I would have a problem keeping the players' feet on the ground after the win against Bath because they were as high as kites for a few days. But the players have been terrific. "If Burke had kicked that conversion, it would have been a bit harsh ."
Newcastle director of rugby Rob Andrew:
"We just didn't give Bristol the respect they deserved and that's a very dangerous mindset to get into - we paid the price."
