All 12 Super League sides operated within their 1.7m salary cap last season, the Rugby Football League's audit for 2004 has revealed. It is the second successive season that the clubs have stuck to the limit, after Halifax, St Helens and Hull were docked points in 2003 for breaking it.
The RFL has also revealed it will appoint a salary cap commissioner.
"This will strengthen this important area of our operations and increase the efficiency," said the RFL's Nigel Wood.
