Tonga became the first team to qualify from the pool stages for the 2008 World Cup after beating Samoa in the final match of the Pacific group. The Tongans' victory also ensured Fiji qualified as runners-up, while Samoa will have to take their chances in the repechage competition.
Samoa would have gone through had they lost by six points or less but Tangi Ropati missed a crucial goal.
Both sides scored two tries but Tonga's Joel Taufa'ao slotted three kicks.
