The Rugby Football League has refused to comment on claims Whitehaven will not be promoted even if they win the National League Grand Final. Haven claim to have learned they are not on the RFL's approved list and have threatened to take any steps necessary to ensure they go up if they win.
But an RFL spokesman told BBC Sport: "This is purely speculation.
"We cannot comment on any individual club's situation until we are ready to clarify them all."
Whitehaven claim on their website that the RFL's decision stems from what it sees as slow progress over improvements at their Recreation Ground.
Last year, the club were given the go-ahead to play several home games at Carlisle's Brunton Park while their own stadium was brought up to Super League standards.
They have been Grand Final runners-up in the last two years and were told on both occasions they would be eligible.
Whitehaven chairman Des Byrne said: "We will do everything in our power (to gain promotion) if we win."
The Cumbrians kept alive their hopes of a top-two finish with a 22-12 win at Leigh on Sunday.
