 Millar was given a two-year ban for doping offences |
Australia's Michael Rogers has been confirmed as 2003 world individual time-trial champion. Rogers claims the title after the disqualification of Britain's David Millar who was suspended for two years in August for doping offences.
The Australian had finished second behind Millar in the race last October in Hamilton, Canada.
The silver medal now goes to Uwe Peschel of Germany and his compatriot Michael Rich moves up to bronze.
Rogers finished fourth in the time-trial at the Athens Olympics last month.
Meanwhile, Millar has said that he will not appeal against the ban for using the blood-boosting drug EPO.
The 27-year-old Scot's use of the drug was uncovered when French police raided his Biarritz home in June as part of their investigation into his team Cofidis.
He later confessed to taking the prohibited substance in 2001 and 2003, an admission that led to his sacking by Cofidis and his suspension.
