Romero took silver with the women's quadruple scull at Athens
Rebecca Romero is aiming to become the first British woman to earn medals in two summer Olympic sports, having been named in the GB team for Beijing.
The 28-year-old, who won rowing silver in Athens, is selected alongside Chris Hoy, Victoria Pendleton and Bradley Wiggins in the 14-strong track team.
"I never thought I'd return to the Games," said Romero. "But I'm going as the world's number one."
Shanaze Reade will compete in the BMX but road racer Rob Hayles misses out.
Hayles won the British national road race title in June, but the four men selected to compete in the Olympic event are Jonny Bellis, Steve Cummings, Roger Hammond and Ben Swift.
For the women's road race, Nicole Cooke - nine-times national champion - will compete alongside Sharon Laws and Emma Pooley.
Oli Beckingsale and Liam Killeen complete the team in the mountain bike events, with a male BMX competitor still to be named.
"This will be my third Olympic Games and I believe it will be my best by a long way," said Beckingsale.
"In the last few years I've been riding better than ever and I believe I will produce a personal best performance at these Games."
Olympic profile: Shanaze Reade
Romero competes in the individual pursuit and points race, while Reade is a hot favourite for BMX gold in the sport's Olympic debut.
Olympic veterans Hoy and Pendleton are joined by Jason Kenny, Ross Edgar, and Jamie Staff in the sprint events.
"I'm delighted to be named in the squad for the Beijing Olympics, particularly given the very high standard of competition for places," said Hoy.
"I'm looking forward to getting out there and showing how good British cycling is and to having a successful Games."
Steven Burke, Paul Manning, Geraint Thomas and Edward Clancy are named alongside Wiggins in the team pursuit.
Wiggins will also join Mark Cavendish in the madison, and Wendy Houvenaghel in the individual pursuit, with Chris Newton confirmed for the points race.
"It is clearly both the strongest and most professional cycling team from Great Britain in living memory," said team leader Dave Brailsford.
"The very tough selection decisions which had to be made are a testament to the strength and depth of talent within our programme.
"In keeping with the overall philosophy of the Great Britain cycling team, this squad will leave no stone unturned in its quest for success."
