Ulster Council secretary Danny Murphy remains opposed to a resumption of International Rules despite official moves to re-establish the series. The GAA and AFL have agreed "proposals for change" for the series and the GAA's Central Council should make a decision on the issue in mid-March.
However speaking in his annual report, Murphy made clear his view that the compromise code should be abandoned.
"There can be no doubt a hybrid games does little for our games," he added.
"The concept of our amateur association forming some formal agreement with a professional organisation holds no benefit to us as their pursuance of our players in recent times has demonstrated.
"It's time to decide our international future and we are either working within our own framework or we substantially involve ourselves with a much larger body who only want us to provide an involvement so that another base from which they can draw players is open to them."
Kilkeel youngster Martin Clarke moved to the Australian Rules code last year to great effect and there are fears others may follow the route already taken by the Down man and Armagh talent Kevin Dyas, who has also made the switch.
Saturday's Central Council meeting directed delegates to take soundings from their counties about the proposed changes, prior to a final decision being taken in March on a possible resumption of the series.
The proposals agreed by the GAA and AFL included the appointment of an independent video referee who would not be from either Australia or Ireland.
The video referee would have a background in sports officiating at elite performance level and would have the power during games to report misdemeanours which had not been spotted by the match officials.
Disciplinary hearings would also take place no latter than 7pm on the day following the First Test and within three hours of the Second Test.
Sanctions from the International Rules series could also apply in the GAA National Leagues or in the AFL Premiership if the disciplinary panel adjudged that to be appropriate.
