Armagh manager Peter McDonnell was critical of his side's display as they lost by five points at Cusack Park. A mistake gave Westmeath a goal in the first half as keeper Ciaran McKinney let the ball slip through his hands.
Michael Ennis of Mayo and Armagh's Enda McNulty and Martin O'Rourke were all sent-off for getting two yellow cards.
"We conceded a ridiculous goal and continually failed to take scoring chances. If you do that, you are not going to win matches," said McDonnell.
"We had several opportunities to get something from this match."
Aidan O'Rourke got the Armagh goal with a 59th-minute penalty.
