Team manager Mickey Harte has called on the 28-year-old after injuries to Stephen O'Neill, Brian Dooher, Gerard Cavlan and Brian McGuigan.
Dromore man McCullagh is likely to play some part in Saturday's SFC qualifier replay against Louth at Omagh.
McCullagh plays Irish League football for Newry City but can commit to Tyrone because of the close season.
He was a member of the squad which won the county's second All-Ireland title last season.
"He is an out and out forward, and that is the bottom line,"said Harte.
"He has no commitments at the minute, he is out of contract, and there is obviously a bit of a crisis with injuries."
McCullagh is currently showing impressive form with Dromore who lead the Division 1A league table in Tyrone.
Skipper Brian Dooher has a cracked kneecap and will be out of action for up to six weeks, while O'Neill has a hamstring injury which will rule him out of the rematch with Louth.
Cavlan could, however, feature on the bench at Healy Park.
While the absence of footballer of the year O'Neill will be a huge loss to the All-Ireland champions, he could be back in action earlier than expected.
Initial reports on the injury he sustained at Navan suggested that he would be out for six weeks.
"It is a tear again, but not the worst possible tear. The scan has shown it not to be a severe as thought at first," added Harte.
Tyrone also have injury concerns over Dermot Carlin and Mickey Murphy as they try to get their title challenge back on track.
