That means that 53 of Ulster's 67 votes are against any change to to Rule 42.

On the flip side, Westmeath overwhelmingly in favour of a change with a 46 to one vote. All counties in Leinster have now voted in favour of allowing Croke Park to be opened.

In Munster, Cork became the only county to vote against change following following their board meeting on Tuesday night.
