Armagh have voted against any change to Rule 42 regarding the opening of Croke Park to other sporting organisations. However, officials refused to reveal the breakdown of the vote. The decision by Armagh falls in line with the five other counties north of the border.
Donegal and Cavan are the only Ulster counties to call for a change to allow HQ to be temporarily opened while Lansdowne Road is being re-developed.
Armagh carry seven votes into Saturday's annual Congress.
That means that 53 of Ulster's 67 votes are against any change to to Rule 42.
On the flip side, Westmeath overwhelmingly in favour of a change with a 46 to one vote. All counties in Leinster have now voted in favour of allowing Croke Park to be opened.
In Munster, Cork became the only county to vote against change following following their board meeting on Tuesday night.
