Meanwhile, Hill believes Max Mosley will step down from his role as president of motorsport's governing body FIA at the end of his tenure next year, despite calls for the controversial chief to quit now.
Mosley, 68, was recently involved in a court case relating to a newspaper report of an orgy in which he took part.
"In his mind, there is no reason why he can't go back to his job," added the 1996 champion.
"I think Max is determined to finish his work with FIA - determined to work to the end of his term and then stand down.
"I don't know whether it will be in a public capacity or whether it will be behind closed doors at the FIA."
