Martin Erlandsson is on his own in second, with fellow Swedes Pelle Edberg and Steven Jeppesen and Spain's Miguel Angel Jimenez a shot further back.
Wales' Garry Houston is among a group on seven under after equalling the course record with a 63, while Lee Westwood is four under.
Darren Clarke and Colin Montgomerie both missed the cut.
Overnight leader Graeme Storm carded a 72 and is on seven under alongside Houston, who had a chance to shoot the first ever 59 on the European Tour.
The Welshman, who started his round on the 10th, was eight under after 12 holes but could only finish with six pars in a row.
"I had an eagle putt on the 18th to be seven under for the nine and said to my caddy I really fancied the 59," admitted Houston.
"I only birdied the 18th but after birdies at the first and third I was eight under with six to play.
"They aren't the easiest six holes on the course but all I could see was birdies.
"I had a chance on my 14th hole but missed that and unfortunately the momentum stalled, but it's still my lowest score on the tour."
