The FA is holding an inquiry next month into a betting scandal in which four players then at Accrington Stanley were alleged to have staked thousands of pounds on their own team to lose against Bury 14 months ago.
Mangan, who was at Bury at the time, has been charged with betting £3,500 on his own team to win, which is also against FA rules.
Meanwhile Nat Brown has had his contract terminated by mutual consent, despite having a year to go on his deal.
Brown, 28, spent most of last season on loan at Macclesfield Town.
