Paraguay international defender Antolin Alcaraz has completed his move to Wigan after he was granted a work permit.
The 27-year-old, who played at the World Cup this summer, joined from Club Brugge who he helped to the runners-up spot in the Belgian league last season.
Latics boss Roberto Martinez told the club's website: "It's fantastic news we can confirm the arrival of Alcaraz.
"He was one of the very best at the World Cup - this is a massive boost for the club."
Alcaraz had been virtually ever-present in the Brugge side since joining them from Portuguese team S.C. Beira-Mar two-and-a-half seasons ago.
As well as making almost 70 league appearances for the Belgians, Alcaraz has played in 16 European games.
The signing was Wigan's first of the summer and will be seen as a shrewd addition to the squad after they ended the Premier League season only two places above the relegation zone and with a goal difference of minus 42.
They were thrashed 8-0 by Chelsea on the last day of the season, having earlier in the campaign conceded nine goals at Tottenham and twice suffered a 5-0 defeat by Manchester United.
