Moreno's move to Wigan is subject to a work permit being granted
Wigan have signed Bolivian striker Marcelo Moreno from Shakhtar Donetsk until the end of the season, subject to international and visa clearance.
The move will be completed provided the 22-year-old is granted a work permit.
Moreno, who has also played on loan at German club Werder Bremen this season, has scored seven goals in 17 matches for Bolivia.
Moreno said: "[Wigan manager] Roberto Martinez sold the club to me. I am determined to make an impression."
He added: "I want to do everything I can to get in the team now and I'm looking forward to meeting all my new team mates and fighting for my place."
Martinez added: "He is young, a superb athlete, good in the air, technically good with both feet and he will add something new.
"Shakhtar paid nine million Euros for him 18 months ago, which shows you how highly he is regarded, and he has all the ingredients to become a big player in this country.
