The Latics have had a bid of about �450,000 turned down for Windass, 36, who has scored seven goals this term.

Todd said: "I spoke to Wigan boss Paul Jewell on Wednesday and said there was no chance as far as I'm concerned, but said by all means speak to my chairman.

"We got a fax and are debating it but the key lies within Dean himself."

Windass scored 28 goals as City missed out on the play-offs last May and has picked up where he left off by firing seven in just five games so far this season.

Jewell is desperate to bring in a striker whose goals can kick-start his side's first season in the top flight.

Wigan recently sold last season's top goalscorer Nathan Ellington to West Brom for �3m and were linked with a move for Norwich's Dean Ashton earlier in the week.

Jewell's hand has also been forced by the injury to recent signing Henri Camara, ruled out for six weeks due to hamstring damage.

Meanwhile, Trabzonspor say they have received no bid for Turkey star Fatih Tekke, who is believed to be on Wigan's shortlist.
