Levy, who replaced Sir Alan Sugar as chairman in 2001, recently outlined plans for a new 58,000-seat stadium next to the existing White Hart Lane site.
He added that the new stadium could be used in the World Cup, if England's bid for the 2018 competition is successful, but said that letters should be written to Haringey Council to ensure full planning permission is granted for work on the new ground to begin.
"I would urge you to write and support the application," he told the shareholders.
