Zenit St Petersburg manager Dick Advocaat claims Andrei Arshavin's proposed move to Tottenham is off after the clubs failed to agree on a fee.
Arshavin, 27, came on as substitute in Zenit's 2-1 Uefa Super Cup victory over Manchester United in Monaco on Friday.
But, in answer to suggestions that Arshavin was on the verge of joining the Londoners, Advocaat said: "The door's closed, the deal's closed.
"Tottenham offered �16m and that's not enough, so that's the end of it."
Arshavin, so impressive in Russia's run to the Euro 2008 semi-finals, was thought to be an ideal replacement for Robbie Keane following the Irishman's �20.3m move to Liverpool.
But Advocaat claims Tottenham are still �6m short of the asking price for the playmaker.
"They (Tottenham) had several weeks of time to buy him and they did not offer �22m like everybody has been writing, but just �16m," said the Dutchman.
"I think that Arshavin costs more than �16m."
Advocaat's comments suggest Tottenham have some work to do if they are to sign the Russian before the close of the transfer window at midnight on Monday.
However, should a deal be reached it would appear Arshavin would be keen on a move, the forward previously stating: "When Tottenham made their offer, I was sceptical at first.
"But after Spurs boss Juande Ramos called me personally and told me that he wanted me in his side, the situation changed and I agreed in principle to join them."
Zenit recently paid �24m for Portuguese playmaker Danny from Dinamo Moscow, prompting suggestions the Russian outfit could be willing to do a deal to sell Arshavin.
