Swindon boss Maurice Malpas is frustrated at not being able to reduce his squad at the County Ground.
Malpas is keen to loan out some of his players to get them first-team football at other clubs, but admits to having to bide his time.
He told BBC Radio Swindon: "Everybody I have spoken to wants to get people out before they can take people in. We're all in a Catch-22 situation."
Meanwhile, Swindon's reserves beat Plymouth 5-2 in their first fixture.
Irish striker Barry Corr scored twice as he continued his comeback from injury. Mike Marshall also netted twice, with Michael Pook adding the fifth.
