Stoke City manager Tony Pulis will meet with the club's board on Monday after Rudolph Austin was refused a work permit on appeal.
The 22-year-old had been set for a move to the Britannia Stadium after a fee of around �1m was agreed with Jamaican side Portmore United.
Pulis told BBC Radio Stoke: "We are looking at all the options.
"We think he's going to be a very good player and we'll be disappointed if we can't do anything about it."
After first agreeing a move to Stoke in 2007 Austin was refused a work permit because he had not played in 75% of Jamaica's internationals in the previous two years.
The midfielder has since played the required number of games for the Reggae Boyz but the team have dropped out of Fifa's top 75 nations, another requirement for a player to be granted a work permit.
