Reading have had two club record bids for World Cup stars Ghana's John Mensah and Ivory Coast's Emerse Fae rejected. The Royals were willing to pay �3.5m for Rennes' Mensah and a similar sum for Fae of Nantes.
That amount would have broken the current transfer record of �1.5m that was paid to Wolves for Seol Ki-Hyeon.
"We made an offer and they turned it down. Both clubs said it doesn't matter what we offer, the players are not for sale," said Reading boss Steve Coppell.
