Raith Rovers have signed goalkeeper Andy McNeil and defender Willie Dyer.
McNeil, who was released by Hibernian last summer, had come to the end of his contract with Montrose and has signed a one-year part-time contract.
The former Scotland youth left Montrose after the Links Park outfit finished bottom of Division Three this season.
Dyer, who is also 23 and previously played for St Johnstone, was out of contract with Brechin City and has secured a two-year full-time deal.
He had left McDiarmid Park for Brechin in January 2008 and could have been playing against the Angus club in Division One next season had they not lost their play-off final to Cowdenbeath.
