The Football League could block Kaspars Gorkss' proposed move to QPR if the club are found guilty of an illegal approach for the Blackpool defender.
The Seasiders allege QPR acted against the rules in approaching the 26-year-old Latvia international.
They lodged an official complaint with the Football Association on Tuesday.
A Football League statement said: "If found guilty, a club could be penalised by the registration of the player being refused."
"In the first instance QPR have been asked for their response to this complaint.
"Until they have responded and a decision is taken as to whether this matter is taken forward, we cannot comment further.
"However, under Regulation 66, any prima facie case would be referred to a football disciplinary commission established by the League."
