Oxford have signed Northwich goalkeeper Ryan Clarke and Rushden & Diamonds winger Marcus Kelly, bringing their summer signings total to seven so far.
Clarke, signed from Salisbury, made the last of his 23 Vics appearances in their final-day 2-1 win over Oxford.
Kelly, 23, made 157 league appearances for the Diamonds, his only club, but was told he could leave this summer.
Oxford boss Chris Wilder has signed Clarke, 27, on a three-year deal, while Kelly has penned a 12-month contract.
Clarke said: "I have played here before for previous clubs like Bristol Rovers, Forest Green, and Salisbury.
"The game at the end of the season sticks in my mind. The fans were fantastic.
"Chris Wilder didn't have to say anything. Just to play here is a massive thing."

Clarke will provide competition for established number one Billy Turley.
Kelly said: "Oxford are a big club, and that is where I want to play at, big clubs.
"Hopefully next season we will be pushing for promotion. I want to be in the league again, and hopefully we'll get there."
Wilder has been quick to add to his squad after Oxford's failure to reach the play-offs, having signed Jack Midson, Dannie Bulman, Alex Rhodes and Mark Creighton.
And he has also made James Constable's loan deal from Shrewsbury Town permanent.
