Oxford boss Brian Talbot has returned to former club Rushden and Diamonds to sign Andy Burgess and John Dempster, subject to the pair passing medicals. Midfielder Burgess, 24, has signed a two-and-a-half year contract at the Kassam Stadium.
Defender Dempster, 22, has penned an 18-month deal.
Talbot told BBC Radio Oxford: "The two we have signed will improve us. Realistically we need a new striker in if we are to challenge this season."
The manager said he would be looking to bring in a new forward before the transfer window closes.
Meanwhile Oxford strikers Craig Davies and Chris Hackett are in talks with Verona and Hibernian respectively.
