He stated: "What team comes back from minus 30 points? Morale will be desperately low and they will struggle to attract any players to join the club.
"Joining a team who is rock-bottom of the Football League on minus 30 points is not an attractive option for any player. Relegation from the Football League could even put them out of business."
Luton were hit with the latest penalty after applying to come out of administration but the League have confirmed they will have to face the deduction before the campaign kicks off.
The Hatters went into administration in November 2007 and were deducted 10 points as a result - eventually finishing bottom of League One last season.
The Luton 2020 group have agreed a takeover package but they were unable to agree a Company Voluntary Arrangement (CVA) with the club's creditors - and the Football League board have now decided they must face the deduction.
Perry added: "It's not right the club getting punished in this way because it is not the fault of the current administration.
"The new owners are not culpable for the actions of the previous administration and it is terribly sad that the club has again suffered in this way.
"The people being punished most of all are the players and the supporters. You would think it is in the Football League's best interests to look after clubs but this doesn't seem to be the case at all.
