Liverpool assistant manager Sammy Lee has been charged with improper conduct by the Football Association.
The 50-year-old was sent to the stands for continued protests toward fourth official Stuart Attwell during Liverpool's 2-1 defeat by Tottenham.
The former Bolton boss became incensed when Liverpool were denied two penalty appeals late on and was eventually dismissed by referee Phil Dowd.
Lee has until 26 August to respond to the charges.
Liverpool manager Rafael Benitez was also furious with referee Dowd's decisions.
Dowd ruled that Benoit Assou-Ekotto's challenge on Andriy Voronin and a handball later from the same player were not spot-kicks.
"The decisions were very poor," said the 49-year-old Spaniard after the match.
"Everyone could see the first one was a penalty. The second one was handball but we knew it would not be a penalty."
