Kevin Phillips' agent Phil Smith has said it is unlikely the striker will join Leeds United from West Brom.
The former England international, 34, was thought to have favoured a move to United if they had been promoted.
"League One is not preferable and, to be perfectly honest, if it wasn't Leeds there would be nothing to discuss," Smith told the Yorkshire Evening Post.
"Until we've spoken to West Brom, we won't be holding conversations with anyone else."
Smith added: "It's unlikely that it would happen."
Meanwhile Leeds' League One rivals Crewe are interested in signing Anthony Elding.
The 26 year-old striker chose a move to Elland Road ahead of Crewe in January from Stockport County.
Elding is under contract until 2010 but has made just nine appearances for Leeds, scoring one goal.
BBC Radio Leeds understands that United are willing to listen to offers for the player.
