Assistant manager Neil Baker says Crewe Alexandra need to arrest their decline and improve immediately.
"Our team has deteriorated. We lost a lot of influential players and we have found it hard to replace them," Baker told BBC Radio Stoke.
"We may need to invest some money. You can't keep bringing in free transfers and expect your team to improve."
Crewe only avoided relegation from League One because Bournemouth failed to beat Carlisle on the final day.
Even though we're not giving away names, we are busy
Assistant manager Neil Baker
Since the conclusion of the season, Crewe's managerial team have been working to bring new faces into the Alexandra Stadium with a striker and a goalkeeper thought to be top of the shopping list.
"The management and the board have sat down and are looking ahead as to how we can improve the team," said Baker.
"We're active at the moment. We have spoken to a goalkeeper, two strikers, a midfield player and two wingers. Even though we're not giving away names, we are busy."
