Fleetwood top scorer Adam Warlow hit the only goal of game as Chester City crashed out of the FA Trophy.
Warlow struck 10 minutes into the second half of the first round tie after Chester keeper John Danby spilled a dipping cross from Jamie Mullan.
The Blue Square Premier's bottom club barely managed a shot on target.
And Blue Square North side Fleetwood could have won by more if Nick Rogan's first-half shot had not hit the underside of the bar.
Only 518 fans turned up at the Deva Stadium on a freezing cold night for a game switched to Friday night on police advice just four days earlier.

"John Danby has dropped it - that's not the first time of late he's done that - and he has to be disappointed with it.
"It was a dipping low cross that was a bit awkward to deal with but you'd have to expect him to hold onto that.
"That was disappointing but we were disappointing all over the field. We didn't play well and we deserved to get beat."
