Chester boss Mark Wright admits he has been left in limbo by owner Stephen Vaughan's plan to enter administration.
The City boss has offered keeper John Danby a new contract and is keen to bolster his depleted squad following relegation from the Football League.
But Wright said: "I can't sign any new players or do anything because of administration and a transfer embargo.
"I don't know the rules and regulations but I spoke to Stephen Vaughan and nothing is taking place at the moment."
Three separate local-based consortia have reportedly shown interest in purchasing City, following Sunday's announcement that the administrators had been called in.
"There has been interest so far from a few consortiums," said managing director Bob Gray.
"There is potential for anyone buying this club, but we need to start attracting attendances which are bigger than our current figures of around 1,900, because our budget with those sort of attendances would only rank us sixth or seventh in the Conference."
Meanwhile, despite City's second relegation from the League for the second time in nine years, and continuing to have his hands tied, Wright is trying to carry on his own business as usual.
He has admitted that he has been working without a contract since returning to the club to start his third spell in charge in November.
And he is hopeful that first choice keeper Danby, whose current contract runs out on 30 June, will sign a new deal and stop on in the Blue Square Premier.
Danby, 25, who missed the final five games of the season with a shoulder injury, has played 148 times for City since signing from Kidderminster Harriers in May 2006.
He played a season in the Conference with Harriers following their relegation from the League in May 2005.
