Chester owner Stephen Vaughan has said he is hopeful of bringing new players into the club after paying off all of City's outstanding debts.
Chester were placed under a transfer embargo by the Football League in January because of their debts.
Vaughan told the Liverpool Daily Post: "All our football creditors have now been paid.
"We would like to bring in five new players and are waiting for the green light from the Football League."
