Cheltenham Town have confirmed they are out of the running to sign Gary Hooper from Southend United.
The Robins had agreed a deal with the Essex side, but were not the only club to meet the asking price.
Cheltenham also made an approach to sign former Wolves winger Mark Kennedy, but he has opted to join Cardiff City.
Meanwhile young goalkeeper Will Puddy could be joining Blue Square South Dorchester on loan after appearing for them in a pre-season friendly.
Cheltenham manager Downing was phlegmatic on the subject of Hooper's decision to turn him down.
"We put a good package together," Downing told the club's website. "But he has decided to go elsewhere, so we'll move onto the next one.
"This is what happens in football. Some targets you get and some you don't.
"We are continuing to work hard at getting players in and I'm not concerned whether they will be permanent or loan signings."
