Toshack wants Ledley move resolved
Wales manager John Toshack says the continuing financial struggles at former club Cardiff City must be frustrating to players and management.
This week Cardiff had another transfer embargo imposed by the Football League because of a second winding-up order.
Cardiff have an unpaid PAYE tax debt that is understood to be £1.3m.
"These problems seem to keep niggling away... at them and hopefully with new owners now they'll be able to resolve these problems," Toshack said.
Cardiff survived one winding-up order in June following a £6m investment by the Malaysian consortium who have taken over the club.
But the Championship club face another trip to the High Court 11 August unless they can settle the latest outstanding sum owed.
Chief executive Gethin Jenkins has said they are confident of paying off the monies owed in the course of this week.
But in the meantime manager Dave Jones cannot begin to strengthen his squad for the coming campaign, while the continued doubt over the Bluebirds' finances could put off players from considering a move to the Cardiff City Stadium.
Cardiff made it into the play-offs last season, with a place in the Premier League at stake, but fell to Blackpool at the last hurdle in a Wembley nail-biter.
Despite the so far absence of new blood, and the spectre of player departures, Toshack still believes that on the field at least Cardiff remain a potent force.
"They've had a couple of decent seasons, they're a very good side at that level," Toshack said.

"This side is not an old side by any means, so if they can learn from last season - the last two years they've been knocking on the door - and if they can keep most of these players, then I would expect them next season to be there or thereabouts again."
One probable Cardiff departure is out-of-contract midfielder Joe Ledley, who at 23 has already won 32 Wales caps since being given his senior debut by Toshack in 2005.
Premier League pair Stoke City and newly promoted West Bromwich Albion are understood to be interested in Ledley, while Scottish giants Celtic are also confirmed fans.
But Toshack believes Ledley's transfer saga has dragged on too long and the player would be better settled soon, with the Wales boss suggesting that if it has taken this long then Ledley might be better re-signing with home town club Cardiff.
"We keep reading about the same clubs - Stoke, Celtic I think have been mentioned as well," Toshack said.
"It's coming time now you would have liked things to have been resolved one way or another because the pre-season is starting now.
"A player wants to do his pre-season with the club and the players that he's going to be playing with when the season begins.
"So I would hope, or I would think, that maybe Joe would stay where he is for the time being, because it can be a bit disruptive to go and do half a pre-season with one side then go sign for another side.
"I honestly don't know what the situation is with Joe at the moment but I would have thought if he was going to move that he would have gone by now."
