Penny has played in the Copa Libertadores for his club
Burnley have signed Peruvian international goalkeeper Diego Penny, after the club successfully appealed over his work permit.
The 24-year-old made over 150 appearances for Peru Primera Division side Coronel Bolognesi, winners of the Clausara league in 2007.
"I've been trying since December to sign him," Burnley manager Owen Coyle told BBC Radio Lancashire.
"I went over and watched him personally and he looks a tremendous addition."
Chairman Barry Kilby added: "I think we put forward a convincing case for Diego [to get a work permit] and we are delighted that the panel saw fit to agree with our opinion that he could be a very big player for Burnley Football Club."
Lima-born Valdez has captained his club side and was also recently involved in the 2010 World Cup qualifiers.

"I had to cancel my week in Hong Kong to meet him in Madrid for a meeting with representatives from his club."
And despite searching abroad for a top-class keeper, Coyle refuses to admit if he will be installed as his number one choice.
"You come in with a level playing field. The bottom line is if you get that jersey it's up to you to make sure you maintain it.
"There'll be real competition for places. We want real competition and strength in depth and we're doing our utmost to make sure that happens."
