Bristol City have failed to complete a deal for Cardiff City's Finland Under-21 midfielder Toni Koskela before Thursday's transfer window shut. Cardiff owner Sam Hammam blocked the move despite manager David Jones agreeing to the player heading to City.
"Sam Hammam doesn't want any of his players going out on loan," City boss Gary Johnson told BBC Radio Bristol.
"The boy was here ready to sign, but I've had to whip the carpet out from under his feet and he's gutted."
Koskela joined the Bluebirds in February and made two appearances the following month, but has not featured in Cardiff's first team this season.
