Bradford City are planning talks with Fifa and the Football Association about the protracted transfer of Willy Topp. City have offered the striker, 21, a two-year deal at Valley Parade but his move has hit problems as his club in Chile are refusing to name a price.
Joint chairman Mark Lawn told the Telegraph & Argus: "Willy's under 24 so there is a compensation fee to be paid.
"We'd be willing to do that but they don't want to tell us, that's why we'll be talking to the FA and Fifa."
Topp has been at Bradford for one month and scored on his debut in a reserve-team game against Coventry.
And City were originally led to believe that he would be available for free but his club, Universidad Catolica, now want a fee.
Lawn continued: "We managed to get hold of the club president but he is not returning our calls, there is nothing we can do.
"Willy wants to sign for us and we're working on other ways of getting him to play for us later in the year."
