Blackburn had an initial �2m rejected but Rovers boss Mark Hughes had earlier stated the clubs were still in talks and that he wanted a quick decision.

But Birmingham responded: "The clubs are not still talking about the deal.

"The quick decision that Mark Hughes requested has already been given - this was a definitive no. And finally Robbie Savage is not for sale."

Birmingham chief executive Karren Brady described the �2m offer for Savage "derisory".

But Hughes countered: "The structure of the bid is in line with other bids that clubs have been involved in.

"I wouldn't say an offer of over �2m is derisory in this day and age.

The relationship between the two clubs has become strained recently, with Birmingham launching a counter bid for Paul Dickov.

Savage's future at Birmingham has been the source of speculation for several weeks, with some fans criticising his performances for the club earlier in the season.

However, good displays against West Brom and Aston Villa have impressed Blues fans.

Birmingham manager Steve Bruce insists he does not want to sell Savage.

"A lot is said and written about Sav but he has been terrific for Birmingham City over the last two-and-a half years," he said.

"The fans love him because he epitomises them. He works hard, they like people like that and there are not many like him.

"And why the hell should I sell him to someone else? I am not interested."
