Toure has made only 15 appearances for Arsenal this season
Arsenal manager Arsene Wenger insists defender Kolo Toure will not leave the club in January, while also hinting a midfielder will be signed.
Centre-back Toure, 27, recently had a transfer request rejected and has been linked with a move to Manchester City.
But Wenger said: "That is finished. We will not sell any players this month."
And when asked if Arsenal will sign any players in during the transfer window, Wenger revealed that a defensive midfielder was a "priority".
However, the Frenchman refused to identify his targets, saying: "We do not want to talk too much about who we want to buy.
"At the moment I cannot give you any good news but in this job no news is good news. Nothing has fallen through. We are on alert in the transfer market."
The Gunners, whose patchy league form has left them battling with Aston Villa for fourth place and a Champions League spot, are reportedly interested in bringing Zenit St Petersburg forward Andrei Arshavin to the club.
But the Russia international's club Zenit St Petersburg are believed to be asking for 20m, which could prove too high a price for Arsenal.
"We want to spend money," said Wenger. "But as everyone knows, and as the chairman has said, we have money available but we have limited resources.
