Albion's goalless draw with Stranraer meant they missed their final opportunity to get into the play-offs.
In a poor game with few chances, Albion had the better of the game but did not force the Stranraer keeper into a meaningful save until the 69th minute.
Marc McCusker should have done better with that effort, but keeper David Mitchell saved smartly with his legs.
Rovers had a series of late corners which put Stranraer under pressure, but they could not break the deadlock.
The result is especially disappointing for Albion, as Queen's Park pipped them to the play-offs by a point, but only did so by drawing with Forfar.
